南京全市文化场馆、网吧、娱乐场所、演出场所有序开放

color: rgb(63, 63, 63); font-family: PingFangSC-Regular;">拟开放的各类场馆必须具备持续开展疫情防控必要的条件和能力，确保开放安全。拟开放单位按照属地管理和隶属关系原则在其主管部门（单位）报批，并在市（区）文旅局履行相关备案手续后，即可有序恢复开放。<br></span></p><p style="text-align:justify;line-height: 1.75em; color: rgb(63, 63, 63); font-family: PingFangSC-Regular;">各类场馆要制定恢复开放工作方案、应急预案。在合适区域设立临时隔离点，建立与当地卫健部门联系渠道，确保体温检测异常或有明显发热、剧烈咳嗽、呼吸急促等可疑症状人员及时到隔离区临时隔离处置。制定并实施人员入馆登记、健康码核验、体温测量以及公共设施设备消毒、公共空间定期保洁等防控措施。场馆内应保持自然通风，对文物、艺术品需恒温恒湿的展厅可维持原有运行模式。上述防控措施落实不到位的，一律不得对外开放。</span></p><p style="text-align:justify;line-height: 1.75em; color: rgb(63, 63, 63); font-family: PingFangSC-Regular;">（三）人员培训到位。</span></strong><span style="font-size: 16px; color: rgb(63, 63, 63); font-family: PingFangSC-Regular;">对单位人员开展疫情防控知识再学习和技能培训再实施，继续从严从实从细落实好疫情防控各项措施，做到思想不松懈，行动不松劲，持之以恒守牢单位疫情防控防线。对关键岗位要组织开展应急处置、秩序引导、客流管控等方面演练，进一步熟悉掌握工作流程和方法，不断提升单位应急反应和快速处置能力。<br></span></p><p style="text-align:justify;line-height: 1.75em; color: rgb(63, 63, 63); font-family: PingFangSC-Regular;">严格落实安全生产主体责任，加强隐患问题排查治理，强化重点区域、重点时段监管，对隐患问题要及时整改到位，整改不到位的不得开放。<br></span></p><p style="text-align:justify;line-height: 1.75em; margin-left: 10px; font-family: PingFangSC-Regular;">做好线上和线下的开放公示，开放单位主入口醒目位置设立告示牌，公布防控要求、注意事项。通过海报、滚动屏、宣传视频等形式，加强新冠肺炎防控知识宣传，营造文明参观良好氛围。<br></span></p><p style="text-align:justify;line-height: 1.75em; margin-left: 10px; color: rgb(63, 63, 63); font-family: PingFangSC-Regular;">入馆人员须接受体温检测和健康码查验，并配合开放单位做好信息采集。凡进入人员必须实名登记、出示健康码、佩戴口罩，接受体温检测，体温和健康码正常者方可入馆，各类人员戴一次性使用医用口罩、医用外科口罩或以上防护等级口罩。发现体温异常者（高于37.3℃）劝阻入内，按规定立即带往临时隔离点，并及时报告当地卫健部门。注重运用健康码等新技术手段加强人员管理，建立防控台帐，做到有据可查、有迹可循。<br></span></p><p style="text-align:justify;line-height: 1.75em; margin-left: 10px; margin-right: 10px;" align="justify"><strong><span style="font-size: 16px; color: rgb(63, 63, 63); font-family: PingFangSC-Regular;">（二）采取限流措施。</span></strong><span style="font-size: 16px; color: rgb(63, 63, 63); font-family: PingFangSC-Regular;">文化场馆实行预约制等措施，合理安排参观线路和时间，建议参观时间不超过2小时。严格限制日参观人数，控制瞬时最大承载量。文化场馆和景区室内部分日接待量控制在日最大承载量的50%以内，观众间距达到1米以上，鼓励使用语音讲解和数字导览。网吧、娱乐场所、演出场所接待消费者人数不超过核定人数的50%。<br></span></p><p style="text-align:justify;line-height: 1.75em; margin-left: 10px; margin-right: 10px;" align="justify"><strong><span style="font-size: 16px; color: rgb(63, 63, 63); font-family: PingFangSC-Regular;">（三）防止人员聚集。</span></strong><span style="font-size: 16px; color: rgb(63, 63, 63); font-family: PingFangSC-Regular;">文化场馆实行观众错时错峰、分批入馆和分散式参观，科学设置出入口、参观流线以及开放项目和区域，严格控制各类聚集性活动，尽量采取线上方式，确需线下举办的，要按照“谁举办、谁负责”原则，提前制定疫情防控方案和应急处置预案，落实防疫有关规定，严格控制人数，并向当地疫情防控指挥机构报备，确保人员不拥挤、不扎堆、不集聚。在咨询台和售票处、等待区等设置“1米线”，增加值守人员，加强疏导，观众间距保持1米以上距离，图书馆内办理书刊借还、借阅人员与他人保持1米以上距离。网吧、演出场所采用间隔就坐，娱乐场所采用分片分区域开放，切实防止人员聚集。<br></span></p><p><br></p><p style="text-align:justify;line-height: 1.75em;
